Hiring range: $47,000 - $50,000

About this Position 
The Program Specialist plays a pivotal role in the implementation of an effective workforce development system that will ensure that individuals facing barriers to long-term and successful employment have the opportunity to succeed and thrive. The person in this role should be a dynamic individual who can develop and manage targeted workforce initiatives, navigate complex problem-solving scenarios, and make informed decisions while seeking continuous growth.  
 
Essential Responsibilities and Qualifications: 
Contract Management 
Educate and train provider staff on the policies and procedures required by P4W in accordance with their contracts; 
Serve as the liaison between providers and Partner4Work including reviewing invoices, verifying reports, and ensuring providers meet compliance requirements; 
Work closely with providers to monitor progress on contracts and ensure milestones and outcomes are met; 
Analyze quantitative and qualitative data to identify trends, patterns and areas for improvement in program effectiveness 
Identify and address data discrepancies and anomalies, collaborating with relevant teams to resolve issues 
Track key performance indicators (KPIs), highlighting areas requiring attention and improvement 
Provide technical assistance to providers to strengthen their programs and enhance their ability to meet outcomes; 
Assist in the contracting process including finalizing the scope of work, developing supporting materials, and working with the fiscal team to create final contracts. 
 
Relationship and Information Management  
Meet regularly with the staff associated with assigned contracted providers; 
Engage in outreach to establish and solidify partnerships with local community organizations and stakeholders 
Utilize problem-solving skills to anticipate and mitigate challenges before they impact program effectiveness 
Create and manage instructional training materials for year-round programs; 
Update/manage the contact database for year-round providers and other special projects as they occur; 
Create informational resources for providers and partners; 
 
 Skills and Abilities 
Motivated self-starter with excellent project management skills and strong follow up skills required; 
Ability to think strategically and execute new ideas in a fast paced environment; 
Ability to develop relationships and effectively collaborate; 
Superb communication skills including oral and written presentation; 
Ability to utilize various types of software; 
Contributes to the development of a supportive and collaborative work environment; 
Represents Partner4Work at convenings, forums and conferences to communicate the P4W strategy and program objectives. 
 
Education 
 
Specialized knowledge in structuring, administering, evaluating or strengthening programs that provide workforce development activities and services to youth 
Bachelor’s Degree or at least 2 years of relevant experience 
Knowledge of youth development, program design OR knowledge and understanding of the local workforce ecosystem required 
 
Experience 
Project management experience required; 
Experience with administering WIOA/TANF funds or other government funded programs preferred
