Request for Proposals - Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) Youth Programs
Partner4Work has issued this Request for Proposals (RFP) to identify providers to serve youth and young adults eligible for Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families Youth Development Fund (TANF YDF). The period of performance will include a base contract year that begins on July 1, 2019, and ends on June 30, 2020, with three subsequent option years, exercised at the discretion of Partner4Work.
We are seeking organizations experienced in serving out-of-school youth (OSY), ages 16-24, and in-school youth (ISY) age 14-24. Successful bidders will have deep relationships with businesses and post-secondary education training providers, have experience with case management and job coaching, and have expertise and willingness to serve the social, emotional, and foundational skills learning needs of young adults in Pittsburgh and Allegheny County. Partner4Work anticipates awarding multiple contracts through this RFP.
Through youth programs in partnership with community organizations, Partner4Work aims to serve in- and out-of-school youth, connecting them with career services, occupational skills training, and supportive services. The primary goals of Partner4Work young adult programs are to help young adult participants explore career options, create an individualized career plan, and work toward or gain unsubsidized, career-track employment or matriculate into post-secondary education to help them attain self-sufficiency. This program is funded through WIOA 2014 and TANF YDF.
Total funds expected to be available for proposals selected through this solicitation are estimated to be as much as $3.3 million for the period of July 1, 2019, to June 30, 2020.
