WIOA One-Stop Partner Memorandum of Understanding (MOU) for the City of Pittsburgh and Allegheny County

This memorandum of understanding (MOU) defines the parameters within which workforce, education, economic development, and other partner programs and entities operating within Pittsburgh and Allegheny County create a coordinated one-stop delivery system. The MOU is a requirement of the Workforce Innovation and Opportunity Act (WIOA), as defined in WIOA Sec. 121. The one-stop delivery system is also a requirement of WIOA, through which career and training services are made available to job seekers, employers, and other stakeholders. In Pennsylvania, the one-stop delivery system is known as PA CareerLink. By strengthening one-stop partnerships and opportunities together, partners are able to build community-benefitting bridges, reduce administrative burden and costs, and increase customer access and performance outcomes.
